Pokémon art director Ken Sugimori did an interview with Siliconera (so I have read on Blistered Thumbs), a quote from that interviewed regarding DLC is as follows-

"When it comes to business, the one thing I've always said 'no!' to is 'the act of buying Pokémon with money,' That is something that has been said since the days [Satoshi] Tajiri was completely involved in everything. The reason being, is because it's one of things that could 'ruin the worldview' of Pokémon, I believe the reason we don't simply commercialize [Pokémon], is that it's a way of protecting the brand, and for this purpose, we have the specialty company called The Pokémon Company. Therefore, suppose we sell a Pokémon for 100 yen, then we must prepare something that is worthy of that 100 yen, along with a reasonable consent for doing so. It's not that we only want to distribute Pokémon, but we want to give our customers a taste of a 'new experience'" Sugimori further elaborated. "Whatever we do, we make sure it fits the worldview, and make sure it remains consistent. Those are some of the parts we place a great amount of importance into. If we ever get the idea of 'this could be fun if we could sell it for real-life money,' or something similar during the planning of a future game, then perhaps we could sell them for 100 yen."

Well if these guys are considering the idea of DLC for X and Y then I say fuck it give us access to all 718 Pokémon, just not necessarily gift wrapped and given to us up front. What they could do is offer cheaply priced updates to the Kalos region's wild fauna that include even more of the previous gens they couldn't fit in to the cartridge prior, you'd still have to go and catch them in the wild so as to keep the core of the Pokémon experience. By buying such updates you basically have more Pokémon to find and catch in Kalos whenever you want (and you could naturally catch as many of a single species as you want). Hell you could pay for a fauna update that has ALL the starters be obtainable in the wild, sure it's nice to have the Starters gift wrapped for you but I imagine a lot of Pokefans would love the experience of catching them in the wild. And on top of that give us an extra box to put Pokémon in at no additional cost. As for Legendaries, well, I can totally see them putting out story DLC where we gain access to new events leading to the chance to capture a Legendary or two. Then of course if they just want to add brand new Pokémon to the Kalos region's wild fauna...

Hell I'd settle for Paid DLC that gives us the option to have more than one bloody save! Years later and they still don't have enough room on the cart for more than one save, poor cartridges must barely have a KB or two of free space on them XD

I would hope for an expansion on the 3D Pokedex Pro to bring it up-to-date with Gen 6 before any DLC for X/Y.
